Just saying, but those sentences are correct and there is nothing wrong with them.
The use of "as will" is just a more formal version of listing 2 items using "and" in a sentence that proceeds with a verb acting on both of said items.
You can write it like this and it's the same meaning:
"The latest rule updates and tips on how to organise an effective training program will be addressed"
The only real difference is flow and formality. A near perfect synonym is "as well as".
In my life I've heard this use of "as will" countless times being said by teachers at school. I can't say for certain but I get a "public speaker" vibe from that sentence.

I have no idea what any of these 専門用語 are, but here is how I parsed and interpreted the sentence:
平等が主な目的の社会主義とは、ある意味厄介で、権利者に富や権力を与えてしまう。
※「主な目的が平等な社会主義」の方が原文に違いが、日本語としておかしいと感じたから使わなかった。
Again, I have no idea what those 専門用語 mean so I can't explain to you the theory behind it, so sorry about that.

まず、

"I feel it empty"は文法的に合っていないような気がします。I feel it's emptyに書き換えてみると、文法的に正しくなりますが、まだ変です。
emptyという単語は感情として一般的に表現される意味は「鬱」です。慣用句としては"I feel empty."などがあります。
それ以外は捉え方によっていろんな意味があります。「虚しい」、「空々しい」「無味な」「空虚な」など。
あなたの文のit's empty if you keep ignoring my messagesは「私のメッセージを無視し続けると、虚しく感じます」（捉え方によっては「…し続けると、虚しいです」も。）のような意味になります。その「メッセージを無視する」と「虚しい」の関係性が低いので、わけのわからない文章だと思いました。
