Appleは現状だと、それは仕様に準拠してないファイルを作成した圧縮ソフトが悪いってスタンスだからねえ。
バグだと思ってないでしょ。

文字コードの問題じゃなくてzipアーカイブのヘッダなんだけど。
catalinaからzipの解凍は7zライブラリを利用している。

現在の動作が文字コードがげんいんという思い込みから離れて考えてみてはどうでしょうか。
