以下コマンドも行い通知消すことができました
grep -i update ~/.config/autostart/* /etc/xdg/autostart/*
で
/etc/xdg/autostart/upg-notifier-autostart.desktop:Exec=/usr/lib/lubuntu-update-notifier/lubuntu-upg-notifier.sh
を発見
通知ウインドウの本体と思われたので以下を実行
mkdir -p ~/.config/autostart
cp /etc/xdg/autostart/upg-notifier-autostart.desktop ~/.config/autostart/
echo "Hidden=true" >> ~/.config/autostart/upg-notifier-autostart.desktop
