こういう質問を英語ネイティブに投げかけて、それを英語でいくら説明してもらっても、
私にはピンと来ないだろうという気がします。あまりに問題が微妙すぎるっていうんでしょうかね？
出かけながら考えてたんですが、すでに言ったように

という言葉を発している人の頭の中には

そんな英文はあり得ません。（ただし、間違ってはいても、通じることは通じます。）
それに似たことが言いたいときには、次のように言います。
(1-a) She lives at a distance about twice as long from the City Hall as her mother does.
(1-b) She lives about twice as far from the City Hall as her mother does.
それについては、すでに上でいくつもリンクを示し、小説などで使われている用例をお見せしたと思います。
